Nertney (1987) defines the phrase ‘operational readiness’ as:
“…achieving a configuration which places the right people in the right places at the right times working with the right hardware according to the right procedures and management controls . At a secondary level, this implies that these elements are functioning in a proper physical and psychological environment”.
